When does access become freedom?

Freedom described only as the absence of restriction leaves out most of what matters. A person may be entirely permitted to do something and still lack the money, knowledge, infrastructure or position required to actually do it.

That connects freedom to capability, and capability to access — which is where the philosophical work and the commercial work meet without either being forced into the other.
